Meeting Minutes - 03/06/2002
Our Guest Speaker for the March meeting was Cheryl
Doyle, Wake County Extension Service Master Gardener. Cheryl
told us about the things we should be doing in the garden now
to prepare for the spring planting season, and then talked with
us about a large variety of summer bulbs and perennials for our
summer gardens. See Spring

Following Cheryl's presentation, Chris Ernst facilitated
the business meeting, beginning with a suggestion for the structure
and format of the business meetings, as follows:
At the beginning of the meeting, the participants
will offer issues or topics for discussion, as well as in which
section - Implementing, Updating, or Emerging Issues - they think
the topic fits. The topics will then be handled from top to bottom
- i.e., voting and decision making first, status updates and
planning second, and sharing of information or new announcements
last. All those in attendance agreed to this approach, and offered
topics accordingly.
Implementing Topics:
With the State Charter for the new organization
now in place, we need to develop by-laws and voting procedures.
Do we want the organization to be a Republic - i.e., the neighborhood
delegates representatives to vote on their behalf - or a Democracy
- i.e., one neighbor, one vote? This topic requires additional
thought and input.
Block Captains - We now have a core group of
volunteers for flyer distribution. We need to determine how to
expand this core both by soliciting and including additional
volunteers and by expanding the role to a true "neighborhood
contact" point. This might possibly include Neighborhood
Watch representation in the future.
Association Website - we now have our own stand-alone
domain! The new website URL is: www.glenwoodbrooklyn.com. The
website has been paid for the next 12 months.

Updating Topics:
House on Cleveland that has recently sold.
The house was struck by lightning and burned, and also has other
structural problems. Possibility that the house will be torn
down and a new structure built. There was consensus that we should
try to find out who purchased the property and talk with the
purchaser about the plans.
Pancake Breakfast - the date of the Pancake
Breakfast is now suggested to be April 13th, from 9:00 -11:00
a.m. The cost of the breakfast will be approximately $60. Jennifer
Attride to confirm date and provide information for flyer to
Jan Johnston in time to include on the April meeting flyer.
Goals and Priorities for the Association: Jill
Averitt discussed several ideas with the group. The most popular
was playground equipment for Fred Fletcher Park. There may be
a very short window of opportunity due to the budget deadline
for presenting items to the City Council. We discussed starting
small, possibly replacing the swings, and possibly - depending
on cost - offering a 50/50 split on the cost with city and the
Association. Jill was going to do further investigation on the
budget deadline, and the cost of playground equipment. Phil Poe
said he would also follow-up with Benson Kirkland for advice
and counsel.

600 North Boylan Project: Phil Poe updated
us on the current status of this proposed infill project adjacent
to our neighborhood. The key issues are building height and the
streetscape plan. Several architects living in Historic Glenwood-Brooklyn
attended the last meeting and offered input. We would like to
facilitate fostering partnerships with the city and the developer.
The proposal went before the planning commission on February
25th, and there is a 60-day decision and planning window now
underway.
